Why the 10% only matters on a paid account
A Standard account pays 0 maker and 0 taker fees on regular perpetual and spot orders. There is no fee, so there is nothing for a 10% rebate to reduce. The fees that do generate a rebate are the 1 bp charge on TWAP and other advanced orders and RFQ, and the maker/taker fees on Premium/Advanced accounts.

Payouts and the rules
Payouts are weekly L2 transfers from 0x817645592D5f7BB7F4F1b027B7f5277f28d12805, covering Monday 00:00 to Sunday 23:59 UTC of the previous week. The minimum is $1.
Referral attribution is permanent. Once a code is used at sign-up it cannot be changed or added later, and signing up without one is not fixable.
Trades routed through partner attribution with non-zero integrator fees earn nothing, and wash trading or self-referral leads to disqualification. Every reward is discretionary.
